Capgemini wins major IT Transformation Programme

| Press release
Council aims to achieve £8.6 million per year efficiency savings

Dorset County Council has chosen Capgemini UK plc to implement and run a major new IT platform as a key part of a transformation programme designed to save the Council money and improve its customer focus.

As part of a council-wide change and efficiency programme, the new system will drive the council to streamline its business processes, providing better value for money and improved customer focus.

The county council’s Cabinet chose Capgemini UK plc from a shortlist of three. Presenting the recommendation to the Cabinet, Director for Corporate Resources, Elaine Taylor described Capgemini as ‘the clear favourite’:

‘We have been through an extremely comprehensive procurement process to make sure we get the right result for Dorset. Capgemini was the unanimous recommendation of the project team.

‘The Enterprise Resource Planning (ERP) system is the backbone of our change and efficiency programme and will drive us to improve how we work. The ERP will replace our HR, payroll, procurement and finance systems and will enable us to reduce duplication and streamline processes, delivering major savings and repaying the investment cost. It is part of a three-year programme to save £8.6 million each year. A number of other county councils are taking, or are about to take, this route.’

The system, which will be based on SAP technology, will give managers more accessible, up-to-date and accurate information on people management issues, budgets, and learning materials at their fingertips. All staff will be able to update their own information, such as address details, leave requests and expenses claims much more easily and quickly online.

Dorset County Council Leader, Angus Campbell, said:

‘I am impressed by the route we’ve taken to choose our system and implementation partner. Although it was time-consuming, feedback we got from potential suppliers on the quality of our evaluation process was overwhelmingly positive. I am grateful to have reached such a good result - my thanks to all involved. These are exciting times for Dorset as we strive to build a streamlined, smarter and even more successful and efficient organisation.’

The Capgemini UK plc team, including technology experts and business process advisors, plans to start work in the autumn and will be based at Dorset County Council offices where they will work in close collaboration with Council staff.

Barrie Graham, Business Development Director, Local Government at Capgemini UK plc, said: ‘We were able to demonstrate to Dorset a great track record in helping other local authorities streamline their business systems and work more efficiently while improving internal and external service delivery. We look forward to bringing that expertise to Dorset, and we are confident that we can support the council in realising these benefits.’

Matt Howell, Head of Technology for the Public Sector at Capgemini UK plc, added: ‘Dorset’s selection of Capgemini is very significant to us, as they are now the fourth council in England where we are implementing or supporting SAP, and we look forward to facilitating collaboration and knowledge-sharing between our client councils, to help accelerate delivery of the benefits anticipated by Dorset’
