Welsh Assembly Wins Top IT Awards for Farm Payments Project

The National Assembly for Wales has carried off four of the top prizes in the Information Management 2003 Awards, the UK IT premier awards scheme for excellence in Information Technology. The organisation beat hundreds of other entrants to come top in the Best Intranet Project of the Year and Best Geographical Information System Project of the Year, and runner-up in the Best Content Management Project of the Year awards. It was also runner-up out of 28 finalists in the Premier Project of the Year award.

Three of the awards were won for the Assembly’s new CAP Management IT computerised farm payments system, known as CAPM, developed in a joint project with Cap Gemini Ernst & Young, and one for a new information system for agricultural and rural data.

Brian Reeves, Major Programmes Director at the Welsh Assembly, who conceived and initiated the CAPM project, said: ‘The success of CAPM puts Wales firmly ahead of the rest of Europe in terms of operating an efficient farm payments regime. Our own people and CGE&Y worked hard and well to deliver brilliant results that do all we wanted and more. I am therefore naturally delighted to see their efforts recognised with a string of major awards.’

The awards were presented to Mike Williams from the Welsh Assembly, at the IM 2003 Dinner at the Grosvenor House Hotel, London in December.

The CAP Management IT system is designed to ensure that farmers in Wales get their EU grants and subsidies under the Common Agricultural Policy quickly and efficiently. The new system went fully live in October and will process payments totalling some £160 million this year to 16,000 farm businesses across Wales.

The system includes state-of-the-art components from Cap Gemini Ernst & Young’s global network of hardware and software partners including HP, Microsoft, Ilog and Filenet .
