HMRC is three-time winner at Civil Service Awards

Aspire, HMRC’s IT services contract with Capgemini, helped HM Revenue & Customs win three gongs at the annual Civil Service Awards.

HM Revenue & Customs scooped three gongs at the annual Civil Service Awards, for projects enabled by IT which was delivered by Aspire, HMRC’s IT services contract with Capgemini, delivered through a collaboration of major IT providers, including Accenture and Fujitsu. 

The ceremony, which was held in London and presented by head of the Civil Service Sir Gus O’Donnell, saw a communication award for the strategy in both promoting online filing to Self Assessment (SA) customers and delivering guidance and support, which made it easier for them to make the transition to online filing.

The new SA service, which launched in April 2008, was HMRC’s largest ever web release, enabling a 50% increase in customers to 5.8 million by 31 January 2009. SA Online received positive feedback and the systems handled returns at a rate equivalent to 10 submissions per second during its busiest period.

Staff from the Modernising PAYE Processes for Customers (MPPC) programme picked up the public value award following the introduction of the new National Insurance and PAYE Service (NPS) computer system.

It condensed 12 regional databases holding PAYE information into one, improving customer service and saving the Department £546 million in administrative costs over the next 10 years.

The operational delivery award was handed to HMRC’s ‘£120 team’, drawn from across the Department to deliver Chancellor Alistair Darling’s May 2008 promise of a £600 in-year increase to the income tax personal allowance for 2008/09.

This saw a tax reduction of up to £120 for people on low and middle incomes for pay days starting in September 2008. In just four months, the team ensured 32 million tax codes were updated and issued guidance about the change to 1.5 million employers. The IT teams helped respond to the challenge, reprioritising work to implement changes alongside other major deliveries, like MPPC the programme.  

Self Assessment Online also reached the final three in the programme and project management award, which aims to encourage greater use of HMRC’s online services.

HMRC chief executive and permanent secretary Lesley Strathie said: “These awards celebrate excellence, and to win three is a big achievement both for the individuals involved and the Department as a whole. Congratulations to the winners – I’m delighted that their hard work and dedication has been recognised in this way.”
