In 2003 Westminster City Council (WCC) outlined to the press a bold vision for the way in which WiFi in the streets of Westminster would enable many benefits for City Council workers, the emergency services, transport service providers, local businesses, residents and visitors. But they had no business case and needed help to investigate the feasibility of fulfilling the dream.
