Scottish Executive
In partnership with elcom and Scottish executive Capgemini manages the eProcurement Service for the Scottish Public Sector, offering all public bodies the opportunity to create their own procurement systems within a public sector framework.
The Situation
Government targets were set for delivering electronic procurement of high volume/low
cost items and services by 2001 and all other items and services by 2005. Under
the aegis of the Procurement Supervisory Board, the Scottish Executive (SE) reviewed
these targets and the procurement processes in place in the public sector. By
May 2001, in participation with representatives in the public sector, SE had reduced
potential solutions for the eProcurement programme to IBM/ARIBA & Capgemini/elcom.
Capgemini were successful in providing a fully hosted and managed eProcurement
service, with a national eProcurement team tasked with coordinating and supporting
the service roll-out.
The duration of the implementation varies by organisation, dependant on the scope of elements such as process re-engineering and legacy system integration within the customer organisations. Over and above the core e-Procurement package, buyer organisations can choose to acquire additional services from Capgemini that will enable the smooth implementation of the e-Procurement solution. These services include:
- Process re-engineering;
- Change management;
- Strategic sourcing;
- and Legacy systems integration
