When Gloucestershire County Council (GCC) sought to use a major SAP technology implementation as a springboard for a wider transformation of process and behaviours, Capgemini was brought in to provide not just the technology but the consulting expertise and transformation capabilities that would ensure the project’s success.

GCC’s legacy back office systems would not be able to support strategic objectives in the years ahead – and many were due to go out of contract in the foreseeable future. GCC was also beginning to experience a funding gap between what it needed to deliver to its citizenry and the financial resources available to achieve this. Working better, smarter and more efficiently had to play a part in addressing the financial deficit – new technology could be the launch pad to this and SAP, implemented by Capgemini with a supporting transformation programme was the answer.

The Council had been operating with a number of old systems that were not good value to maintain. In addition, the senior executive knew that some of the biggest organisations in the world used integrated business systems for strategic functions, such as procurement, something that was really important for the Council. CEO Peter Bungard says: “We were good at the large contract stuff but frankly needed to catch some of the commodities buying and we knew that our financial situation was getting bad and we needed to take some money out of this.”

Having chosen SAP as the business platform that best matched the Council’s needs, Capgemini was identified as the organisation to support the implementation because they looked at a business change and business transformation process, rather than just a technology solution.

Capgemini worked with the GCC team both on designing and implementing the technology solution and on coaching, managing change, and transforming processes and ways of working. A series of workshops supported the journey – enabling knowledge transfer, helping difficult decisions to be addressed and speeding up the whole change process.

The process of driving out inefficiency is now very much underway at Gloucestershire County Council where the technology is being optimised and a serious improvement and reduction in the funding gap has been made possible.
