Measuring HR Performance - A Government Department

The Situation: The Client, one of the largest government agencies in the UK, engaged Capgemini to develop a set of core measures for assessing the performance of the HR function, and an innovative tool to contain and display the measures.

The Client has been set a number of challenging efficiency targets, and HR is currently undergoing a wide scale transformation programme.  The HR Board was lacking the information they required to make timely and appropriate decisions, and was unable to benchmark the performance of HR, both across the five internal businesses, and with external organisations

The Solution:

Capgemini identified internal and external impacting initiatives, such as the Cabinet Office HR benchmarking pilot, and utilising existing Capgemini knowledge, and researching best practice, we developed a model of possible best practice measures, working collaboratively with internal specialists (e.g. workforce management policy advisors) and information providers to ensure that all proposed measures would be able to be implemented

During an intensive working session, and using the model of possible best practice measures as an input, key stakeholders refined the proposed set of core measures, developed targets and selected the HR Dashboard design option

The Result:

The HR Board now has a rigorous set of best practice measures that will enable them to make better decisions faster, and will also allow them to benchmark across their internal businesses and external organisations.  HR Dashboard design capability has been nurtured through knowledge transfer and now exists with the organisation.

How the Client and Capgemini Worked Together

Capgemini developed a number of design options for an innovative tool to contain and display the measures by working collaboratively with the client’s key stakeholders to refine the proposed set of core measures, develop targets and select the HR Dashboard design option.

As a direct result of the comprehensive consultation and involvement of the client’s stakeholders and specialists, the proposed set of HR measures, targets and the HR Dashboard design was approved by the HR Board.
