HR Transformation - Local Government Council
The Situation: Capgemini were engaged to work with the Local Government to produce a detailed business case and implementation plan that would support the transformation of the Council’s HR service.
The client was undergoing significant and radical change in the way that it provided services for customers. The nature of this change meant that the Council had to think much more radically than they used to, as they positioned themselves to become an innovative, integrated, customer focused e-business. The HR community was identified as having a key role to play in supporting, driving and sustaining the Customer Service transformation agenda. The challenge facing the Council was to undertake a fundamental review of the HR service and ensure that it was capable of supporting the Council with its change agenda. This involved reviewing every aspect of HR including not only its key services but also its structure, culture and organisation.
The Solution:
Capgemini worked in collaboration with Council staff in a single project team to deliver the following:
- A costed business case for HR transformation
- A transformation map to demonstrate connections and dependencies with other change initiatives and programme
- A vision for the new HR model and an implementation plan, including a technology route map
The Result:
- Costed business case and implementation plan for HR transformation, identifying how the Council could improve the capacity and capability of HR and realise efficiency and effectiveness improvements
- Options on how best to meet affordability challenges and government initiatives, for example, Best Value
- Options on how to revitalise the HR function and ensure that it is equipped to lead and respond to significant organisational change
