Capgemini is HM Revenue & Customs (HMRC) IT partner, delivering Aspire, one of the public sector’s most complex and high profile transformational outsourcing contracts. Created for the Inland Revenue in 2004, the outsourcing business model was expanded to deliver more services, to more customers when the department was merged with Customs to form HMRC. Capgemini manages the provision of those services through a consortium of major IT providers known collectively as Aspire.

Ongoing efficiency gains and cost reduction are integral to the contract which delivers year-on-year service improvement and payment for projects focused on business value, not just for completing the work.
HMRC is also benefiting from a significant infrastructure modernisation and improvements to customer service through what is now the world’s busiest tax website. At peak Self Assessment Online filing, the site handled 10 complex returns a second. Capgemini also helps ensure the right IT is in place to enable HMRC to implement new legislation, such as the new Health in Pregnancy Grant, by with new projects, major enhancements and small but critical changes to existing functionality.

An impressive 5.8 million HMRC Self Assessment (SA) Online returns were filed by midnight on 31 January 2009 – a 50% increase on the previous year.
Capgemini designed, implemented and now manages the IT systems for SA Online, which was launched in April 2008. SA Online earned HMRC the accolade of overall winner in the Guardian Computing Excellence in Public Sector IT awards 2009.
Ecosystem Management
HMRC has gained vital visibility of its IT service providers thanks to Capgemini’s management of supplier relationships within the Ecosystem@HMRC. This important component of the contract addresses a key requirement for a governance model that sets a standard for supplier partnerships to harness capabilities of best in class companies.
Standard Desktop Platform
Capgemini successfully led a complex technology upgrade and mass deployment programme of 100,000 desktops and laptops following the departmental merger that created HMRC. At its peak, over 1,500 workstations and up to 8,000 exchange mailboxes were deployed each night.
