Small steps, not big applications
Matt Howell, Head of Public Sector, Technology Services, Capgemini UK spoke at the Criminal Justice Management conference in London about 'Planning for Tomorrow: Justice IT Futures'.

Following keynote speeches from the Ministry of Justice Minister David Hanson and Metropolitan Police Chief Sir Ian Blair, Matt spoke on how things are need to change in the criminal justice (CJIT) and believes that the IT industry as a whole has some responsibility on the state of the infrastructure and a trying to deliver a joined-up justice system.
Matt asked some questions during his speech including;
- can a police officer access information and know it is complete?
- Is it complete across the whole criminal justice system (CJS)?
- Can information about offenders be passed around seamlessly within the CJS?
Matt stated that “I’d hazard that the answers to those questions are no. One of the reasons for that is the that the IT, the systems that (IT vendors) have delivered to you, could be substantially improved.”
With statement made that both the IT systems providers and the CJS need to work closer to improve the services and the realisation that “we need to invest more time to deeply understand your business, not just looking to build another application, because I would argue that the last thing the justice needs right now is another great big application”, Matt stated.
Matt is Head of Public Sector, Technology Services and has over 10 years experience in consulting before being appointed to his new role. Matt has led a team specialising in IT and technology in the UK justice sector. Prior to this role Matt had a number of delivery roles across the public sector and as part of Capgemini’s commitment to global clients, sits on Capgemini Global Public Safety committee.
