Transforming Services for Citizens in the 21st Century
In July 2002, the Government made the largest investment in public services since 1945. Within the spending review settlements, a total of £6bn was pledged for IT over the coming years. Tony Blair was adamant that IT support the business transformation of the Government itself so that it would provide better, more efficient, public services.

With this investment came a requirement for radical reform in the public sector which would allow it to respond effectively to an increasingly diverse society. If public services are to meet their full potential, they must be designed around the different needs of the diverse citizens who make up modern society.
